Mark Robertson reported that the lawsuit against the Living Wage law in St. Louis is in the appeals process in the St. Louis Supreme Court. The Green Party decided to make Living Wage less of an issue for the present, but to still have it as part of the display for Earth Day.

Change in by-laws for endorsing issues/spending money:

Johann Holt brought up the issue of allowing the Green Party to officially endorse issues and to spend money outside of official business meetings, if necessity arises. This could be done by email or phone, if officially approved. The Green Party approved voting on the proposal at the next business meeting. The proposal, written by Johann and subject to member approval , is as follows: (with the current bylaw starting in italics, and the proposed alteration afterwards)

3. Decision-making process:

    a. A quorum of active members is needed at a meeting for any decisions to be made. A quorum is defined here as half of the active members plus one more.

5. Officers

    b. All expenditures will be approved by the members of the group at an official meeting according to the decision-making process.

3. Decision-making process:

    a. A quorum of active members is needed for any decisions to be made. A quorum is defined here as half the active members present at the last official business meeting plus one. The methods of approval shall be as follows, ranked in preference
  1. Vote at an official business meeting
  2. Vote through email correspondance
  3. Vote through phone correspondance
Any member wishing to present an issue to be voted on must present it in that order, if at all possible. In the event that timeliness ordains voting through email first or phone second, every effort must be made to contact all members present at the last meeting, and they must all vote for any decision to be binding. If group concensus cannot be reached, then the decision making process follows as written in section 3b, and subsequent decision making must be done at the next official business meeting. Bylaws may not be changed by email or phone.

5. Officers

    b. All expenditures will be approved by the members of the group according to the official decision-making process in section 3.

Columbians Against Throwaways:

CAT will use the Canopy (Green Party of Central Missouri and Missouri Heartwood headquarters) for the current campaign to keep the deposit ordinance.
